THE SHORT ANSWER

Water BREAK candidates have different triggers: the Susuta family uses Appeal’s team condition, Panpanta adds a puddle interaction, and Tubster Beach Form rewards being shielded. Compare the setup you can maintain rather than declaring a universal winner.

FIELD NOTE 01

Build a form-aware shortlist

Susuta and Panpanta Basic Forms both list water and BREAK. Tubster needs its Beach Form to match the same search; Basic Tubster is wind only. This is a practical reason to use the creature index with form-aware filters before comparing a team slot.

Echoback Landing appears in the checked habitat records for all three candidates discussed here. That shared region does not establish equal encounter frequency or equal acquisition effort. Treat the shortlist as three records to investigate, not a promise that they can be obtained together in one short route.

FIELD NOTE 02

The bonuses require different preparation

Appeal requires an opposite-sex Susuta family member on the team when entering battle. Its described BREAK-efficiency increase lasts 15 seconds and has a 20-second cooldown. The family requirement matters: a random second water creature does not satisfy the written condition.

Tubster's Victory Concerto instead depends on a shield for its BREAK-efficiency increase. Gale Guard is relevant because its defensive stance can end by producing a shield. Comparing these records is therefore partly a comparison between a team-composition condition and a state you must maintain during combat.

FIELD NOTE 03

Panpanta adds a terrain interaction

Water Cannonade creates a puddle and applies five stacks of Water Debuff to targets hit. Hydro Roll describes continuous rolling, stamina drain, and water absorption near a puddle that raises BREAK efficiency for 15 seconds. These descriptions make puddle placement an explicit question for a Panpanta trial.

A useful experiment is to note where the puddle forms and whether the rolling action actually approaches it. Do not assume that every wet-looking surface or every ally's visual effect satisfies the same condition. The index does not document the complete compatibility of all water effects.

FIELD NOTE 04

Choose a question to test first

If your current collection lacks the required Susuta-family pairing, Appeal should not be counted as an unconditional bonus. If your shield disappears immediately, Tubster's written advantage may be difficult to maintain. These are decision criteria, not performance results. Test one condition at a time before investing in a claimed best build.

Common questions

Are these three a complete water tier list?

No. They are a focused comparison of documented setup conditions. They do not rank all creatures or measure clear times.
